Audit Commission hosted the second “Value for Money Audit Workshop”
Following the first session of “Value for Money Audit Workshops” at the end of last year, the Audit Commission (Audit) hosted the second session on 5 January 2026 (Monday) at the Hong Kong Central Library. Alongside in-person participation, this session was also available through webcasting and drew an attendance of about 700 on-line and off-line.
Further to what was discussed in the first session, Prof. Nelson Lam, Director of Audit, recapped the highlights from the strategic plans for our country’s economic and social development for the 15th Five-Year Plan period made in the Fourth Plenary Session of the 20th Communist Party of China Central Committee, and urged all Government departments and public bodies to join forces in actively dovetailing the national strategies, and better integrating into and serving the overall national development plan. During the workshop, Prof. Lam cited the high expectations of the public on both Government departments and public bodies, which are the first to be held accountable for maintaining the effective implementation of policies. Against this background, Audit, as the Government’s auditor, conducts public sector auditing work and provides professional, independent views and recommendations to auditees with an aim to help them enhance performance and accountability. Audit, Government departments and public bodies may have different roles to play, but they all share the same goal of serving the public with the proper and effective management and use of public money, and ultimately, raising the people’s happiness.
The workshop series was held at the request of the Financial Secretary raised in the 2025-26 Budget primarily for the senior management of Government departments and public bodies. During the sessions, members of the Value for Money Audit Divisions of the Commission shared with the participants their observations and experience from previous audit projects. It is Audit’s hope that the senior management of Government departments and public bodies will apply the takeaways from the workshops in their respective roles to ensure the proper use of public money.

During the workshop, Prof. Lam said he looked forward to joining hands with
the senior management of Government departments and public bodies to serve the public
on a “people-oriented” mindset.

Prof. Lam stressed on the Commission’s commitment to actively dovetailing
the national 15th Five-Year Plan and serving the country and the people
through public sector auditing.
